Public money is a sacred trust. Public Finance & Sector Integrity focuses on the “Business Side” of government, monitoring the lifecycle of funds from the federal budget to local service delivery. In a climate-vulnerable nation like Somalia, the integrity of public finance is not just an economic issue—it is a survival issue. We work to ensure that national revenue, international aid, and climate adaptation funds reach their intended destinations without being lost to “fiduciary leakage.”
Core Strategic Workstreams
1. Climate Governance Integrity Programme (CGIP)
Somalia is at the frontline of the global climate crisis. TSI ensures that “Climate Money” is managed with absolute transparency.
Funding Safeguards: We monitor the flow of international adaptation funds to ensure they reach vulnerable pastoralists and IDPs.
Resilience Monitoring: We track procurement for critical infrastructure—such as dams and irrigation—to prevent collusion and “ghost projects” in environmental spending.
2. Public Procurement & Integrity Pacts
A significant portion of national wealth is lost through rigged contracts. TSI introduces Integrity Pacts—legally binding agreements where government agencies and private contractors commit to zero-tolerance for bribery. Using data-driven audits, we identify technical anomalies in the bidding process that suggest price-fixing or nepotism.
3. Audit Implementation & Accountability
Research shows that many corruption findings are identified but never rectified. TSI bridges this “Accountability Gap.” We monitor the implementation of the Office of the Auditor General’s (OAGS) findings to ensure that financial irregularities result in systemic corrections and, where necessary, legal consequences.
4. Natural Resource Governance
We provide oversight for Somalia’s extractives and land management. Our goal is to prevent the “resource curse” by advocating for open licensing in the fisheries and petroleum sectors, ensuring that natural wealth benefits the many, not the elite.
