We provide citizens and whistleblowers with the professional legal guidance and institutional backing they need to safely challenge corruption and demand transparency.
Corruption is experienced on a daily basis by many people in Somalia and has devastating effects on their lives. However, we rarely talk about it.
The prevalence of corruption and silence around it makes corruption feel like an inevitable part of our daily lives. But it does not have to be this way, together we have the power to stop corruption.

What is ALAC?
Advocacy and Legal Advice Centre (ALAC) is a walk-in, call-in and mail centre where any person can obtain free and confidential advice on corruption cases. TSI is working to empower citizens to actively participate in the fight against corruption in Somalia.
Why ALAC?
Although corruption affects Somalis seeking public services in key sectors like security, education and health, research shows that many corruption cases go unreported.
What ALAC Offers
The Advocacy & Legal Advice Centre (ALAC) empowers citizens to safely combat corruption by providing secure, confidential channels to receive public complaints and offering free, expert legal advice to help victims understand their rights and structure their cases. Rather than acting as a formal court representative or investigator, ALAC serves as a strategic bridge to accountability by referring verified cases directly to the relevant government institutions for formal enforcement.
What ALAC Can’t Offer?
Please note that our organization does not have the power, mandate, or legal backing to independently investigate crimes, conduct standalone investigations, or prosecute wrongdoers. Consequently, we cannot represent you in court, prosecute your matter, or provide support for cases that are already pending before another office or a court of law.
Why report Corruption to TSI? Is it free?
Reporting corruption to Transparency Somalia Initiative (TSI) is completely free—we never ask for money, as your willingness to speak out is the greatest reward and contribution to our mission. By reporting, you help us expose the true scale of everyday corruption in Somalia. Your voice challenges the false notion that corruption is an unavoidable custom, encouraging others to share their own stories while empowering us to push the government for accountability, strengthen institutional systems, and influence long-term policy and legal changes.
