Spanish National Sentenced to Three Years for Defrauding EU Mission in Somalia Amid $100 Million Funding Controversy

Mogadishu, Somalia – February 17, 2026  –A Spanish citizen has been sentenced to three years in prison for orchestrating a fraudulent scheme that targeted the European Union Capacity Building Mission in Somalia (EUCAP Somalia). The verdict, delivered by the Criminal Chamber of Spain’s Audiencia Nacional, marks a milestone as the first conviction resulting from an EPPO investigation in Madrid to be adjudicated by this high court.

The Fraudulent Scheme

According to the investigation led by the European Public Prosecutor’s Office (EPPO), the defendant utilized a “Business Email Compromise” (BEC) tactic to siphon funds. On December 27, 2022, the individual impersonated a legitimate provider of medical and laboratory equipment to the mission.

By requesting a change in bank details for upcoming payments, the fraudster successfully deceived mission officials. On January 9, 2023, EUCAP Somalia inadvertently transferred €69,751.40 into a bank account controlled by the defendant.

Legal Verdict and Penalties

The Audiencia Nacional issued its ruling on February 9, 2026. In addition to the three-year prison sentence, the court imposed:

  • Financial Fine: A daily fine of €10 for a duration of 10 months.

  • Civil Liability: The defendant is required to provide full restitution of the €69,751.40 to the European Union.

The $100 Million Context

While the Spanish court focused on the specific theft of approximately €70,000, local reports in Somalia have highlighted a much larger financial cloud hanging over EU operations. According to Caasimada Online, discussions regarding broader funding gaps and “missing” allocations—reportedly reaching nearly $100 million—have placed immense pressure on international missions to improve financial oversight and internal auditing.

The Transparency Somalia Initiative has viewed this conviction as a stark reminder of the vulnerabilities within international aid procurement, noting that if a single individual could redirect funds through simple email impersonation, larger systemic risks must be addressed.
