IACC Institutional Strengthening
Executive Summary
The Independent Anti-Corruption Commission (IACC) is the cornerstone of Somalia’s integrity framework. Under the High-Level Cooperation Framework Agreement (HLCFA) between the Ministry of Justice and Constitutional Affairs (MoJC) and Transparency Somalia Initiative (TSI), this project provides the technical diagnostic support necessary to ensure Somalia’s oversight mechanisms meet global standards for independence and effectiveness
As the MoJC is currently mandated to oversee justice administration and legal reform, TSI serves as the strategic technical partner in preparing the institutional infrastructure required for a world-class oversight body that protects national interests
Key Technical Workstreams
– Capability Audits: Evaluating current legislative mandates, technical staffing requirements, and budget autonomy against international benchmarks to ensure institutional readiness.
– UNCAC Compliance & Legal Reform: Mapping the Somali oversight framework against the United Nations Convention Against Corruption (UNCAC) to identify and bridge legal and operational gaps
– Integrity Risk Management Protocols: Designing technical frameworks for investigative procedures, Conflict of Interest systems, and internal accountability structures within justice sector institutions
– Legislative Drafting Support: Providing technical advisory for asset declaration, recovery frameworks, and whistleblower protection architecture
Strategic Outcome
A technical “Capability Roadmap” that empowers the Ministry and future independent commissions to achieve regional leadership in transparency, rule of law, and international compliance standards
