Executive Summary

Effective anti-corruption reform in a recovering state requires more than political will; it requires high-fidelity data. This project serves as the “Intelligence Unit” of TSI, shifting the national discourse from anecdotal reports to evidence-based advocacy through rigorous diagnostics.

Key Technical Workstreams

– Political Economy Analysis (PEA): Investigating the underlying incentives and informal power structures that fuel the “political marketplace” in Somalia.

– Sectoral Deep Dives: Identifying specific corruption risks in high-value sectors including Humanitarian Aid, Land Management, and the Blue Economy.

– Vulnerability Mapping: Utilizing qualitative and quantitative data to pinpoint where state resources are most at risk of diversion.

Strategic Outcome

The production of “The State of Corruption Report”: A flagship publication that provides the Federal Government and international partners with a scientifically grounded roadmap for institutional stabilization.

National Integrity & Sectoral Diagnostics identifies and addresses the root causes of corruption and inefficiency by evaluating the health of a nation’s governing structures and specific industries. We assess institutions against Integrity Management Frameworks to strengthen the structures, processes, and ethical codes that govern public officers and sectoral leaders.
